Subcontractors bill what they think they've done. We pay what was measured, minus retention, minus advances, minus TDS, and the arithmetic changes every bill.

4Cement and steel reconciled: issued vs used vs what the drawings needed
Material is 60% of our cost. If cement consumption is 8% over theory, that's someone's margin walking out of the gate.
